does the metal washer go on the bottom?

I don't remember and mine is packed away. I would put the washer between the nut and the bottom plate if I had to do it again.

Does it hold cake pops?

Does it hold cupcakes on a 90 degree angle?

Why does the top plate look purple? I'd much prefer that color.

Just the picture or color on screen. My top plate is a soft white/ivory.

Can the bottom tier hold an 8" cake?

While the dimensions are large enough, you’d have the hole in the bottom to contend with which would be easy, but the edges of the plates angle up slightly, so you’d either need a cake board under the cake to support it, or you’d have to contend with the cake sinking in slightly. I would personally use the cake board beneath the cake. If you’re intending to put the thing together, there would not be enough clearance to have a cake and something else stacked on the levels above as well, unless the cake was a single layer with light icing.
