Can this be used to connect from laptop to computer monitor?

This is a bi-directional video cable. You can use it to run HDMI from a computer to the DVI-D port on a monitor, or you can run DVI-D from the computer to an HDMI port on the monitor. Either way will work.

Does this provide audio?

Dvi does not carry sound. Audio would need a separate cable

Can i use this cable to connect a PS3 to a DVI monitor?
