Some people complain that the clips are too tight and some that the clips are too whimsy, which is it then?

This is not top of the line quality hangers. I find that some are almost too tight to open, but some don't close fully. But the company was very accomodating with any odd poor quality - for example one of my hangers broke when I tried to swivel it and they happily sent me a replacement.

Will it leave marks on skirts/trousers where the clip goes?

I use mine for hanging jeans and no marks but am now sure about a thinner fabric trouser
