Does this pouch have aplastic or metal clasp on the back to clip on to trouser waist rather than a belt?

It's a plastic clip that rotates. Am sure it will clip over trouser tops. If anything it's quite fiddly to take off. Had mine for over 5 years now and only just starting to show it's age.

Will it hold 2 bit holders... I managed to get hold of a full set of bits... if it will, this looks perfect!

I don't know how big the bit holders are. the front is rigid with elasticated sides. it holds my torch quite firmly.

Does this fit a Security/Police nylon utility 2" belt

Fits fine on my issue nylon police belt

Will a 4 layer swiss army knife fit in this pouch

I get either my leather man or my gerber multi tool in this with plenty of room. What I love about this holster is that it expands quite a bit but the elastic is strong and grips various sizes. I would say that it would grip most Swiss Army knives.
