Never tried that. It does have the floating rubber things. I would guess yes. My tow behind tubing rope have the same things and they float.

I don't know if I should get the 4ft or 5ft bungee. I normally only tie-up in a boatslip but am unsure if one is better in length than the other.

We only use ours to tie up to boatslip cleats as well. We ordered two 4 ft bungees and it works fine. They stretch quite a bit.

Good for river docking and rise of water?

Yes. I use four of these in my slip for a 35' express cruiser due to the rise and fall of the tides. I have had no issues over the last few years that i have used them. Also have them set up on the 23' runabout when in slip close to main traffic areas to deal with wakes.
