Q: Do you have to scrub using this product or just leave it in the tub?

I do a good scrub on the tub and tile and then once or twice a week, I spray it on after my shower and leave it. This way I don't have to scrub the tub more.

Q: Which method cleaner works for hard water spots?

The shower spray keeps the water spots at bay, but you have to start with a clean spot free shower. I don't think method has an actual hard water spot remover, try vinegar.
