Q: Will this fit a 2001 yukon slt 5.3 4wd and ship to ny. has federal emissions?

yes it will with no problems. but make sure the left flange is turned the right way. one out of 4 has come through the wrong way. had to cut pipe and re-weld it on the left side.

Q: Does this require transmission cross member to be lowered? 02 Tahoe 5.3 4wd

I attempted to install without lowering. I wasn’t having success. I supported the trans with a floor jack and removed 3 of 4 bolts and let cross member swing down. Slipped pipes in and put crossmember back. I waisted to much time try to go around. On top of cut out the OEM which I wouldn’t of if I dropped the trans crossmember
