Yes, the overall length including the handle is 25.5 inches. The thin "toothy" part is 23.5 inches long x .5 inches wide.

Q: I know it says safe for toilet use but has anyone tried this before?

I haven't tried it but I think unless the bowl is empty your hands would be in the water before it could reach the clog.

Q: Does the stopper have to be removed?

I removed the sink stopper to use the hair snake tool and it worked well to remove all sorts of terrible stuff. Had I left the stopper in place, then it might have taken longer to clear my sink drain. However, the hair snake tool fits down the sink drain with the sink stopper in place. Good luck.

Q: Do these break? (Else, why sell sets of3, 5, or 7?)

Mine did not break. It works as advertised and I put one in each bathroom
