The mesh holes are almost as close as a window screen. Small herbs will be fine.

For sprouting alfalfa or other sprouts, if all you are looking to accomplish is to have water run through it, yes, it would work. I'm presuming you're seeking to use something like a canning jar with only the rim where you can use a square of this sheet in place of the actual lid. This material is thicker than a mesh, but there are clearly perforations that would hold up for what I think your intended use is.
