Yes I bought one from husband and his watches are big the foam is smaller for all watches his just wrap around and sit on it

Does the bottom drawer also lock? Or just the top portion?

The bottom drawer does not lock. It is just a pull out drawer. Only the top drawer locks.

Can it hold pocket watches?

If you take out the oval thing that holds your watch the space is 1 3/4 inches wide. I do not think this is wide enough for a pocket watch, but since I don't have one, I cannot be sure.
