Q: What is the actual length in cm or inches? I don't trust this global and erratic sizing on Amazon.

The clasp allows the band to go from 12.5 inches at it's largest down to a few inches. That's without stretching the elastic.

Q: This product did not come with instructions on how to adjust size and locking it. No good to me if I don't know how to lock in the size.

If you look at the picture in my review, you can see that sometimes they come with the locking buckle reversed. You might have to thread the buckle through the strap, reverse it, and reinsert it. Otherwise you can't get the strap to hold its size. Very poor quality control.

Q: Will these work to hold up socks?

Sure, I believe they would because they are adjustable. They are great on long sleeve shirts. My husband said that it gives him that late 19th century dressed up vogue and tony look for a man. Especially with French cuffed dress shirts.

locking clip is not working

The locking clip is not working, I tried to lock the band but it doesn't work for any size whatsoever, and further open locking clip has sharp teeth, I'm afraid it may end up tearing my fav. shirt.
