What is the ratio?? all of the glow in the dark pigment powder does not come with any measuring advice/direction's !!

I cant give exact measurement but the container is about as big around as a quarter and contains close to a tps if I had to guess of powder.

Can i use it in leather paint for shoes?

It's possible, providing your paint dries clear
