Can I instal on steps in a pool that has a vinyl liner?

We used it on a ramp leading to our deck around the pool. It’s composite decking. Don’t know if it would work on a pool ladder.

Will this tape adhere to a outdoor slate step?

I would use extra adhesive on it if used on slate because we used it on wood steps and had to go back & nail it down & if these steps are in high traffic area they tend to wrinkle up after being tread on frequently ....

is this tape removable?

It can be remove and reposition before full adhesion takes place. I use a J-roller to fully seat them and better adhesion, did this indoor.
