Will this come off it it's on an item that goes in the dishwasher?

No. I made a decal on my contigo tumbler with oracle 631 black and I put it in the top rack of my dishwasher all the time.

Not on a graduation cap but I did stick it on a shirt as a "temporary" decal. I just want it on a shirt for a day. Worked great.

I do not have to heat press when applying the vinyl to the mug and it will.not come off right?

you don't need a heat press for vinyl when apply to surface all you need is the transfer tape and a scraper to apply, hope this helps
