Can I use this to hold a Ulock?

if the lock is not too heavy. The rubber bands are sturdy but may not be good for heavy objects. My flashlight is very light and it holds it well on my motorcycle. A lot of vibration but it has never fallen off.

Can the swivel be locked at any angle or does it only lock at 90 degree positions? I'd like to mount this on my fork because my bars are full.
