Where is ebl headquarters? where are these manufactured?

I do not know. But I will ne3ver buy these again. They do not seem to hold a charge. After charging them overnight, they lasted about 3 minutes. I never did get resolution from the company.

Do these batteries have an internal protection circuit to prevent over-charge and over-discharge?

On another page I was told "NO, but not to worry as the the device using the battery will shut off when charge gets low." THIS IS WRONG!!!!Assuming batteries will not overdischarge as devices will turn them off is dangerous. Most devices I use will drain a battery as long as there is energy. With Li-on batteries, thier undercharge makes battery unstable and likely to catch fire! which is one of the purposes of the PCB.

How many nimh cells are in series within the ebl 9 volt 280mah battery?

no idea..never bought these Going off what I know there will be 6 cells in them 1.5 volts x 6 =9volt.
