Would these stick to walls?

They are not stickers. They are made from thin cardboard/stiff cardstock and machine punched out. You could add something to the back to stick them to a wall I guess.

Are these too thick to use in decoupage?

They are paper-thin embellishments so they would work well for decoupage.
