It comes with a color cartridge and a black cartridge.

Does this printer work with a computer with Windows 7 operating system?

Printing is done via the HP Smart App which is available for Win7 systems, however I believe Win7 is no longer supported by Microsoft. Ask HP.

When buying a refurbished printer, does it come with new and still sealed ink cartridge packages?

I've purchased several used ones & it's hit or miss if they come with a set of ink. If it did the ink didn't last long.

How to change the cartridges..???

It opens like all other printers and they snap in and out. Very easy.
