can you drive these leds with 3.3 volts?

You can use a d1 mini that costs only about 2 bucks with a 5 volt pin so long as you charge with charger with enough amperage. One 1d1 mini can power a string of these with wled easily.

Do these come w resistors?

If you mean resistors separate from the PC boards, no they do not. Without too much detail, only a 5 Volt power supply, a device capable of a SPI output, and software are necessary to drive them.

Is the 75ohm resistor in series with DIN?

i normally use a 470 resistor, but it is optional. On a permanent installation I would probably use one, but it's not required. You are correct though, the resistor is normally between the Arduino (or whatever controller you use) and the data in of the first pixel. I really have a lot of fun with these LED's. They can be tricky but they are always entertaining to tinker with.
