I don't understand the "press'n cut" aspect of this dispenser. how do i use it differently from any other tape dispenser?

It works like other tape dispensers where the end has metal teeth that cut the tape. I believe that this is just the wording they chose to describe the tape dispenser.

Why does this tape smell so bad?

The tape I ordered doesn't have any smell at all to it. You much have gotten a bad batch. ??

How can I open the dispenser ?? Will the dispenser reattach and be usable again once I pull it apart ??

You have to be careful, but yes, the dispenser can be opened and will usefully snap back together.
