Does the lamp get hot while in use? I want to get this for my toddler's playroom who loves lights.

No, it doesn't get hot. The difficulty I had was that the lamp doesn't last long.

How long can it run on battery?

I use it every morning for about 40 minutes and I charge it about every 13 to 15 days

My electricity has gone up so much and it has tripled so is this good to use for that? And is it good to use when the power goes off or is it bright e

Mine appears to be slightly different but I love the two I got and they work great when the power is off but I am not sure I would use them all the time just because you would have to make sure you had them recharged when needed. Multiple light settings for whatever you want for brightness and also soft white. We lose power about once a month so here it is critical to have them.

Does it have a flexible neck?

Yes. The neck is flexible, but the lamp in the picture doesn't look like the model that I bought which has a taller base.
