In the U.S., Kava is classified as an herbal supplement, which are not regulated by the Food and Drug Administration. However, in 2002 the FDA did issue a warning about possible liver-related injury. In 2007, the World Health Organization issued a report about a possible link between kava use and 7 deaths and 14 liver transplants, mostly in Europe. However, the WHO report suggested that liver toxicity may be limited to kava formulations that used the whole kava plant, instead of just the root, or used acetone and ethanol to extract the active ingredient from the plant instead of water. This is why kava has been no known evidence of liver problems in the Pacific Islands despite having been grown and used there for centuries; they only use the peeled root of the plant. Since the mechanism of toxicity is not clear, the FDA has taken the position that individuals with liver disease or damage or are taking drugs that affect the liver should avoid using kava without consulting a physician. For people without liver injuries and those who are not taking any medications that affect the liver, short-term use of kava that does not exceed recommended doses appears to be safe. A one-time unintentional dose of kava is almost always safe.

Not at all. None, whatsoever. If you get one of the capsules, you can cut it open and see the Kava. It is the root of a plant, ground up into a fine dust that looks, well, like dirt. If you dab your finger and get some of Kava on your fingertip, then put it on your tongue, you'll get a mild reaction on your tongue, not a super strong reaction, but you can tell that the Kava has an "effect". Polynesians have a saying: "A man who drinks kava is still a man. A man who drinks alcohol becomes a beast". I've never seen any disagreement at a kava party. Plenty of talking, relaxation, very positive social interactions, but never have I seen anything even remotely resembling a serious dispute.
