no you can not, but you can take off the wheels.

Q: Is it possible to adjust the seat lower then the picture?

No. The adjustable height range (from floor to seat) is 22"-30".

Q: I purchased a foot rest will I be able to put it on once the chair has been put together? I am having a hard time taking the seat off.

Dear customer, Please take the below steps: 1. Pull up the hand level to have the seat on highest level,then pull up a few times again.See if that works. 2. Up side down the stool. Use soft hammer to knock down the seat plate,then the seat will be pop-uped from the gas lift cylinder.
