Q: Description says 5/8-1-1/4 inch thick stock can be used. But the picture of the stile on the front of the box shows 5/8-1" thickness for the stile?

The instructions included with the set states "your premier adjustable Stile and Rail bit set is suitable for stock from 5/8" to 1 1/4"." I measured the vertical cutting capacity of all three bits. Both the panel and rail bits have a potential vertical cut of at least 1 1/4". The stile bit appears to have a vertical cut of 1" when all spacers are used. My impression is that when cutting stiles of 1 1/4" you would not need over a 1" capacity cutter due to the nature of the cut. However, I must state that i'm not an expert in these matters.

Q: does this set come with setup block

No, I suggest you purchase a set or make your own sample repeatable set up as I use the same setup all the time.

Q: are these shaker or cove? the image showes cove on the box and shaker in the box

You can make either shaker or cove. To make shaker style just rout the stiles & rails and make the panels out of 1/4" material. The stiles & rails are the same for either cove and shaker style.

Q: Many say you need a 2 1/2 hp or bigger router. for the raised panel bit, correct? plan to use table saw to take off most of the cut. 2 hp router here.

It is possible to receive satisfactory results with a 2 1/2 HP router mounted under table but you need a few careful partial practice cuts before expecting acceptable final results
