Can it cut 23 gauge hardware cloth and cable ties?

The wire mesh you can definitely cut with no problem as far as the cables it just depends on how thick they are but I could suggest buying a set of electrical dykes for the cables if they are of any size significance

Would this be good for stripping the wire for a ceiling fan?

I use them on Auto wiring up to 12 gauge and they work great, since most house wire runs in the 12 and 14 gauge they should be fine, especially for the price, solid tool

Will it cut 10 gauge wire?

They are designed for smaller wire.... They will cut it but will wear out quickly with that heavy of a gage.
