As good as goretex bivvy cover?

I love this thing, I research all my gear extensively and this is the one. The material is waterproof but breathable, the buttons on the side allow for easy access in and out with a sturdy zipper. It nice and long for any sleeping bag and is fairly light though not flimsy with a strong blended material which shows the flecktarn camo really nice and without fading or an off color thing. The material is slightly different on the bottom as opposed to the top though this is meant to be as the bottom is on the ground. I personally think this is better than gortex because it is actually breathable and light. The head flap works real well with a good velcro although you can push it back if you want. The whole cover is also designed for being breathable and waterproof because it has three layers at the zipper (the zipper doesn't go all the way down the cover which is good for being strong and also this zipper is way better than most (and I usually try to get gear without zippers because they suck and lose heat but this one is great) so for this reason I got this one. The three layer design keeps water, snow, dirt, and dust out. Overall I would give this product a five star and I am very critical on gear that I buy and for the price which is pretty cheap. This item is definitely worth it as I have used it on my adventures and it kept me dry and comfortable.

So can you use this as a sleeping bag? Or do you need a sleeping bag to put inside of it?

You could use this by itself, but there is no liner per se and is just a weather-proof shell. Best use a liner or sleeping bag for any comfort.

is this "waterproof" like the military one?

I have not tested cover but, it does have taped seams and looks just like the military issue bag covers. I use it to add more warmth when camping in cold weather.
