Does spot directly onto surface from where it is mounted? (had similar where I had to angle the light for a decent spot onto the license plate)

No adjustment should be needed. Can checkout the light pattern with a single unit mounted in the image gallery. Two units will light up the entire tag. Hope this helps.

Which wire is the hot wire

Hey sorry I didn't get back to you sooner I had a test with a mwter. I believe the white went to the white wire and black went to the green. They work great . If you don't have a meter just temp twist line together and have someone turned the lights on and off. You might blow a fuse probably won't but have a spare around.
