I haven't tried it myself but it would definitely be able to. It will probably give the same mouthfeel and brewing as standard loose leaf tea and a strainer, so if you only want to use it to drink tea, then I wouldn't bother personally! If you drink coffee then definitely get it, syphon brewed coffee has a very distinct taste and mouthfeel.

Does this product come with a burner

It does. There is an oil burner included, but it doesn't come with the fuel. I would recommend that you upgrade a butane burner after purchasing. They are much easier to control, and also a lot cleaner.

Does it come with a filter?

It comes with a cloth filter, I've been advised to keep it in cool water. Hope this helps
