What is the appropriate power tool to use with these types of cutting wheel ?

The 3/8-inch cut off wheel can be used on die grinder. And the 4-1/2 inch cutoff wheel is used on angle grinder.

Does the cutting disc cut steel plate?

These cutting wheel are designed to cut carbon steel, stainless steel or other ferrous metals.

It did not fit, i had to make an adapter to make it work.

No problem. Very good wheels. Using for cutting 1 1/4 square tubing and flat bar. I got quite a few and they will last me a long time !
