Yes, it will work well with third row seats up. I’ve had mine over a year and am very pleased with it. Keeps things from falling out when the hatch raises.

We have had our's for two years. Has maintained its stretchy characteristics.

Yes, two hooks at the bottom to attach to the loops on the car. Hooks at the center, too, to “close” the two sides together.

Does it come with hooks?

If you mean to hook it to vehicle with, no. It has ‘loops’ that fir over the plastic knobs that are built into the highlander.
