Q: can it be returned to a liquid state

No. When it dries, it is a solid and is not water soluble. It can get wet but it will not revert back to a liquid state. I have used it on ribbon and it had gotten wet, but it did not harm the glue. Hope this helps.

Q: Can this glue be used to attach an older doll wig that is loosening? Is it save for childrens dolls?

Yes. It's what many people use to attach doll hair. However, I'm not sure if there is ANY glue that is safe for children to put in their mouths, so keep this in mind.

Q: Can this be used for basting like Roxanne’s glue baste?

Yes, if a temporary adhesive is desired that washes out when laundered or soaked in water, Original Tacky Glue should work. Aleene's No Sew too.
