Thin hacksaw is easiest, or a bandsaw. I wouldn't recommend a knife - the hinges are too thick.

This cord cover is for hanging on a wall. Is your dog chewing on a cord that hangs against a wall? Do you think that if you hung this on a wall, your dog would chew right through this to get to the cord? Maybe you'd be better off by applying something distasteful to your dog on the cord.
