Yes it does, but you would be much better off using a basecoat clearcoat enamel.

Can i use in my bathroom?

Yes, it would work well in a bathroom or any place of high humidity as it blocks moisture. Has a nice sheen to it, as well for wiping. Not super glossy but enough to wipe down easily.

Can this product be tinted and can you paint a finish coat over it?

Hello, our Waterblock Paint is only available in a stock white at this time. This product can be used on its own or top-coated after four hours.
