Anyone add this to a trek ebike? specifically an allant?

I put it on my Trek Marlin 5 and it works great. It is pretty universal so I suspect it would fit the Trek e-bike. Be aware however that it voids and "warrantee" that you have with Trek. Not a huge deal with my Marlin 5 but with the e-bike it could be significant.

Will this extender fit a 27.5" Villotti /Genesis by Kent?

If your bike has a 1 1/8” non threaded steer tube then it will fit. I would recommend having a local bike shop install it, in case any adjustments are needed.
