Yes it is somewhat stretchy but I would buy the larger size if I were you. They have an elastic waistband.

Get a large if you want this to just fit. I wear a medium size leggings. I bought a large in this product because I like the ruffle effect.

I am 5'2" and 192 lbs and I ordered a large and it fits. Order size small.

Q: When it says 28 to 32" does that mean it only stretches to 32"?

It can stretch past 32 but it would be very constricting
