If i mount the antenna on my roof rack does it have to be grounded? Does it require ground if installed on wood or plastic?

The vehicle body would still work as an effective ground plane to mount to an aluminum or plastic roof. As for completely wood, plastic or fiberglass, it may work but will not be as effective without a ground plane to reflect off of.

What is the maximum watts it can handle?

10 watts realistically. 75? No way! Take a look at other antennas of this size. The cable alone cannot handle more than 10 to 15 watts.

Will this work for a tyt th-uv8000d?

It will work, BUT it needs an adapter. The TH-UV8000D antenna uses an SMA male connector, but the cable on this antenna is SMA female. You would need an SMA-F to SMA-F adapter, i.e. https://amzn.com/B00VL6OCE2
