What size is small in cm?

One inch is 2.5 cm. You can work out the size of the cover accordingly. I usually buy large as my suicase is 30 inches.

Sizes are quoted so not exactly what you want to know. Large size fits up to 30" long suitcase. I presume medium fits up to 28" so small must be up to 26". Covers are stretchable

My suitcase has wider handles, not the standard center handles. How will these covers fit at the top?

The top slit is about 6 inches. Its stretchable but up to a limit. If your suitcase handle is as wide as the whole luggage, then wont fit
