how many bills you can put in 1 sleeve ?

I think it depends on the size of your bills. If standard USDollar size it could at least hold 5-10, after that it might be too heavy to then turn the pages if each slip has too many bills; but the two-side visibility advantage you get by using one slip per bill goes away if you put more than one bill in each slip.

Will a first day issue envelope fit in the pockets?

As long as it's the right size, it's ok
