Are the ear loop straps too tight ? or too loose ?

The ear loops are not too tight. I have a small face, so for me they are slightly loose but still comfortable. I think they are a good size.

What are the dimensions of this mask?

That I don't know, but they are comparable to the other KN95s I have worn, if that's any help.

where are these made?

China, and appear to be only 3 or 4 ply. They seem flimsy and don't fit tightly.

Can these masks be reused?

Yes. You can re-use KN95 masks until they get dirty or worn out.
