Do these lights work with woodland scenics just plug system without using the resistors? all of the ws lights are 20ma

If the Just Plug system provides either (1) no more than 3 volts DC or (2) a resistor in series, you should be fine. These lights are normal LEDs, just very small. As long as you don't exceed 3 volts, they will be fine. (obviously, you also need to have the polarity correct, but hooking them up backwards won't damage them - they just won't light up that way).

Will these resistors work with a 6v 400ma power supply? also, can these leds be connected in series using just one resistor for all the lights?

Yes it can; I don’t see any problem using one resistor; but every light comes with it’s own resistor

How do i get power to these lights? I need them for a layout and i have never done one before. So i am pretty clueless any help would be great.

Need to drill a small hole in what ever surface you want to mount them on. Then run the wires through that hole and connect to power and ground. Make sure you connect the correct wires to the correct power and ground connections, you risk damaging the lamps if not connected, correctly.
