Can you change resistance levels on this gadget?

Hi, no, the screws hold it together but you cannot alter the resistance.

does this device squeak? I have bought thigh strengtheners before which can't be used whilst watching tv/ listening to radio because of the noise.

No it certainly doesn't sqeak, I have stopped using mine as it is made of very hard material and is just too uncomfortable. A bit of padding on it would have made so much nicer
