Q: Is there a difference between the two stools shown, other than about $22. The cheaper one gives dimensions, this one does not.

I bought the more expensive one thinking it was of better quality. I was wrong. Don't expect either one is the same as an original. Years ago I found one at a thrift shop for about $4 and regret giving it away. As far as the dimensions they two offered in Amazon are identical but come from different manufacturers. I suspect that accounts for the price difference. Hope this helped you. 

I did have an issue with a piece not fitting together properly. When I contacted Cosco, they sent me a whole new chair. We replaced the part we needed and sent everything else back at their expense. My first chair I purchased from them (6 years ago) was just fine. I would order this chair again.

Q: Does the chair fold flat?

Not sure what you mean by fold flat, but the bottom step does fold into the bottom of the chair. Nothing sticks out beyond the seat.
