Part of the “class” requirement is related to the tongue weight. This is the amount of weight that can weigh down vertically on the steel receiver that you put the bar into for this carrier. The 3500 lbs you’re referring to is the towing rating. This has nothing to do with how much weight can be loaded down on the receiver, which is the only important thing when considering something like this that is suspended in the air and not in contact with the ground, like a trailer would be. In other words, this may fit your receiver, but you wouldn’t be able to approach the 500 lb weight capacity without risking failure.

Q: Once you have the carrier installed. Can you put another hitch in the back of it like a bike hitch.

For that you would want to get a dual hitch adapter, so you can use hitch carrier and pull a trailer.

Q: Would this work for transporting a deer?

In my opinion yes this will be good for transporting a deer. As long as it not over 500 lbs
