Q: Size-I have a 13 1/2 “ neck, should I get a small or medium?

I chose the small size. Size was a major concern for me but this one has been perfect because it fits snug not restrictive. With the velcro closure slight adjustments can be made.

Q: Why is there not a selection for x-large 4" dual-use? i only see comfort in that size.
