Can this fill a 1-Oz container?

Yes this is perfect for filling 1oz containers as 1oz=29.5ml, which is close to the max dispense volume (nominal volume) of this dispenser.

is this compatible with 60/40 chloroacetic acid for daily use?

Yes chloroacetic acid is perfectly compatible with Mircrolit dispensers since the use of a PTFE piston with ETP O-ring as opposed to a glass piston (in other dispensers) eliminates any possibility of crystallisation with chloroacetic acid. Hope this helps.

Could you use this to fill bottles with hand or body lotion?

Yes, that is a perfect application.
