can this item be used with a camcorder for YouTube and Facebook Live streaming?

If the camcorder has a HMDI out for the LIVE VIEW then yes. Some only have playback of recorded content. I suggest you try first to plug your camcorder to a TV HDMI input. This test will immediately tell you what you can and cannot do. Whatever you will see on your TV is what you will get with this product in OBS or any streaming software. It registers in Windows 10 as a capture device and can therefore be used to capture whatever feed our camcorder sends out. I personally use it with a DSLR which has LIVE VIEW enabled through HDMI.

Is there noticeable latency/delay?

No delays. We use it for our karaoke business to show words and videos on two different screens. It works great!

Will this allow you to stream / capture video from a camcorder to the computer?

More or less, yes. You need software such as OBS to use it as a source to record into. It will take an HDMI signal into your computer and see it as a "camera" device.

Is this compatible with the nintendo switch and it's dock?

It only has analog video cables. It does not support HD video capture. It’s most likely possible, but not at a high resolution quality.
