Yes they will. My plates are 28cm and I have them in the bottom and middle shelves of the rack.

No - the metal corners are rounded very slightly. We're happy with the rack and think it's good quality. We'd buy again.

25cm converts to 9 3/4 ( nine & three quarter) inches....19.5 cm refers to the curve joining the 2 straight sides.
