The grip works fine but it doesn't allow me to use the screen or view pictures when it's connected plus it doesn't allow me to use shutter button ?

Make sure the remote shutter cable is firmly plugged into the grip. I had similar problems trying to use the cable provided with the grip. It was too short and easily popped out of the grip input. I then tried my own release cable, which is longer, and all works well. Hope this helps.

Will this accept a en-el 15b ?

Mine Is EN-EL15a not sure but it looks the same

Why would this grip cause the battery to drain completely when the camera isn't in use?

I have owned and used this grip for several months now and I haven't found the battery to drain when the camera wasn't in use. Sorry I couldn't be of more help.
