Will the charger work on input voltage less than 12v? Say a deep cycle battery that is currently outputting 11 volts?

At 11.5 volts resting state, a deep cycle battery has less than 10% remaining charge. At 11 volts, the batter is depleted so the answer to your question in no, the charger will not work to recharge any device plugged into the depleted deep cycle battery until battery is recharged.

Any recommendations on cables? I see negative comments on cables that say fast/quick charge cables that dont work.
