Yes. There is a side button that opens the knife... However, the blade is not spring loaded. You have to manually pull or "flip" the blade into the locking position. When closed, it certainly will act as a pocket knife, but there is a clip to also allow you to hang it on the outside of your belt or pocket.

Does anyone know what type of stainless steel this is? (i.e 7cr17 etc)

After a bit of online searching I did see one reference to Chinese 3Cr grade steel, similar to US 420j type with a bit more molybdenum & vanadium which help to make it a little tougher. While not strictly a high grade stainless or super steel alloy. Buck Knives have used 420 HC for quite a while. I own two Fastback knives which work very well as everyday cutting tools, though the gravity mechanism is somewhat lax. A good knife for under $20 & one that can take abuse with a solid lock up, the red scales attract too much attention for EDC, though being a fan of Milwaukee tools I bought mine for home use.

what kind of stainless steel is used for the blade, like 440 or what

Milwaukee does not specify the type beyond being stainless steel, and the blade itself does not appear to be marked with the type of steel it is made from. It looks a lot like 154CM and since you know it is "stainless" you know it's got a good amount of chromium in it. if it were something like 19C26/7 they would probably point that out.
